| 1. | Non-signatory states may accede to the present convention whether or not they have been represented at the international conference at brussels .

| 2. | The parties to the conflict should further endeavour to bring into force , by means of special agreements , all or part of the other provisions of the present convention

| 3. | Article xiv a contracting state shall not be entitled to avail itself of the present convention against other contracting states except to the extent that it is itself bound to apply the convention

| 5. | The penal laws of the occupied territory shall remain in force , with the exception that they may be repealed or suspended by the occupying power in cases where they constitute a threat to its security or an obstacle to the application of the present convention

| 6. | In addition to the provisions which shall be implemented in peacetime , the present convention shall apply to all cases of declared war or of any other armed conflict which may arise between two or more of the high contracting parties , even if the state of war is not recognized by one of them

| 7. | 4 a state party to the 1964 hague sales convention which ratifies , accepts , approves or accedes to the present convention and declares or has declared under article 52 that it will not be bound by part ii of this convention shall at the time of ratification , acceptance , approval or accession denounce the 1964 hague sales convention by notifying the government of the netherlands to that effect
凡为年海牙货物销售公约缔约国并批准接受核准或加入本公约和根据第九十二条规定声明或业已声明不受本公约第二部分约束的国家，应于批准接受核准或加入时通知荷兰政府声明退出年海牙货物销售公约。 |
| 8. | The high contracting parties undertake , in time of peace as in time of war , to disseminate the text of the present convention as widely as possible in their respective countries and , in particular , to include the study thereof in their programmed of military and , if possible , civil instruction , so that the principles thereof may become known to the entire population
各缔约国在平时及战时应在各该国尽量广泛传播本公约之约文，尤应在军事教育计画，并如可能时在公民教育计画中，包括本公约之学习，俾本公约之原则为全体居民所周知。 |
| 9. | If protection cannot be arranged accordingly , the detaining power shall request or shall accept , subject to the provisions of this article , the offer of the services of a humanitarian organization , such as the international committee of the red cross , to assume the humanitarian functions performed by protecting powers under the present convention
若保护不能依此布置，则拘留国应在本条之规定之约束下，请求或接受一人道组织，如红十字国际委员会，提供服务，以担任依本公约由保护国执行之人道的任务。 |
| 10. | 5 a state party to the 1964 hague formation convention which ratifies , accepts , approves or accedes to the present convention and declares or has declared under article 92 that it will not be bound by part iii of this convention shall at the time of ratification , acceptance , approval or accession denounce the 1964 hague formation convention by notifying the government of the netherlands to that effect
凡为年海牙订立合同公约缔约国并批准接受核准或加入本公约和根据第九十二条规定声明或业已声明不受本公约第三部分约束的国家，应于批准接受核准或加入时通知荷兰政府声明退出年海牙订立合同公约。 |
